IUU fishing generates billions of dollars annually, and is one of the biggest threats to the world’s oceans. Current enforcement prioritizes at-sea activity of fishing vessels. Yet, this approach does not fully address IUU activity, as it is a part of a larger onshore system that poses risks to sovereignty, national security, and economic development.
